Setup and miscellaneous functions overview

Several functions set up communications and debug information. There is also a function that will send a test packet to the server. Also there are functions to check the status of a message to see if it was sent successfully. You are also able to reset a message so that it will try to be sent again.
When you submit a new message to the paging server, you are returned the message handle or message ID of that message. Keep this handle if you wish to check the status or re-send the message.
